BY-LAWS of Seoul English Speaking Tres Dias
ARTICLE I Name and Purpose
Section 1. Name
Designated name of the organization is the Seoul English Speaking Tres Dias, hereinafter referred to as the Secretariat. For purposes of brevity, the word Community, when capitalized, shall be understood to mean "the Seoul English Speaking Tres Dias Community."
Section 2. Purpose
Tres Dias is a Christian community, guided by the Holy Spirit, dedicated to the unity of the body of Christ, and committed to providing a renewal experience for Christians who desire a closer relationship with Jesus Christ as their Lord and Savior.
Section 3. Affiliation
The Seoul English Speaking Tres Dias is a chartered member of the Tres Dias International Secretariat, and as such is governed by the Constitution and By-Laws of the Tres Dias International organization, and agrees to adhere to the Essentials of Tres Dias prescribed by the Tres Dias International Assembly. We pledge to conduct at least four weekends per year, one each for Men, Women, Bi-Cultural (Korean Speaking) and Vida Nueva. Additional meetings may be conducted at the discretion of the Secretariat.
Section 4. Limitation
No one may use the name Seoul English Speaking Tres Dias or the materials and/or method for any other activity unless it is specifically endorsed by the Secretariat.
Section 5. Application for Candidacy
The following paragraphs describe the pre-requisites for an individual to attend a Men's, Women's or Bi-Cultural Weekend held by the Community. Additional requirements to attend Vida Nueva may be defined in the Vida Nueva By-Laws.
- Through effective sponsorship and careful selection, candidates are chosen to attend the weekend based on their stated desire to draw closer to Jesus Christ. Except for Vida Nueva (which is in part an outreach program), this presumes an existing relationship with Christ at time of application.
- For weekends held in English (Women's, Men's and Vida), candidates must be fluent in English at a "near-native" level. Interpretation is not provided.
- Priority of applications
- As the Area II Chaplaincy sponsors the Community, priority for applications goes first to SOFA personnel assigned to USFK and their dependents, based on date of application.
- Non-SOFA individuals from the expatriate community with a relationship to USFK.
- Other individuals with a relationship to the Community.
- Korean-born, female spouses of SOFA members are encouraged to attend the Women’s Bi-Cultural weekend.
- To preclude conflict with the Korean Tres Dias Community, we expect Korean National candidates to attend one of the many Korean Speaking Tres Dias weekends.
- The Rector/a will bring requests for exceptions to the Secretariat, which will consider them on a case by case basis.
ARTICLE II Membership
Membership in the Secretariat is open to all Pescadores who have experienced a Tres Dias or similar weekend such as, but not limited to, "Walk to Emmaus," "Rainbow," and the Catholic or Episcopal "Cursillo."
ARTICLE III Qualifications, Terms & Duties of Officers
Preamble:All Officers must be a participating member of the Community at time of selection (by election or appointment). If a position becomes vacant, the Lay Director may appoint a qualified individual to serve out the remainder of the vacant term. In such a case, the partial year shall not count toward term restrictions. The "Core Secretariat" is defined as the Lay Director, Vice Lay Director, Secretariat Spiritual Director, Vida Nueva Lay Director, Secretary and Treasurer, inclusive.
Note: The following introductory section is included in our By-Laws to conform to Article 3.2 of the By-Laws of Tres Dias International.
General Qualifications for Community Leadership:
"Community Leadership" includes (but is not limited to) team members, elected and other local secretariat officers, and members of standing and special committees of the local secretariat:
Any person serving in a Community Leadership position must be living a life that is not in a state of rebellion against God. A state of rebellion against God can best be described as an unrepentant, open and active participation in or advocacy of activities contrary to the commands (for example, "The Ten Commandments") and guidelines in Scripture for holy living and Christian leadership. Some examples (although not limited to these areas) are:
- Dependence upon alcohol or illegal drugs;
- Involvement in illegal activities whereby such involvement knowingly violates federal, state or local laws, statutes or ordinances;
- Involvement in lustful, immoral or perverted activities such as, but not limited to, pornography and/or any sexual relationship outside of a lawful marriage between a man and a woman;
- Involvement in the occult or Satanic worship;
- Openly professed allegiance to any non-Christian religion or organization which denies the deity of Jesus Christ.
Section 1. Lay Director
The Lay Director must have served as a Rector or Rectora in the Community. The Lay Director serves as the elected "Head" of the Community. Term of service shall be limited to two consecutive year-long terms. The Lay Director:
- Prepares agendas, schedules and chairs all Secretariat meetings;
- Maintains liaison with the Command Chaplain, Retreat Center and Tres Dias International;
- Schedules the weekends on the yearly calendar;
- Organizes leadership training;
- Serves as co-chairperson of the Policy/Advisory Committee (PAC);
- Notifies the local community of Rectori selections and proposed changes to by-laws;
- Schedules meetings for discussion/voting on changes;
- Prepares the Fourth Day Packet (CD) Welcome Letter;
- Provides a letter of information and a Rector/Chief Auxiliary Guides to all new Rectori;
- Pre-approves all purchase orders prior to submission to ensure good stewardship of funding available to the Community;
- Serves as the point of contact with the Korean Tres Dias and Catholic Cursillo communities; and
- Serves as an ex officio member of all committees.
The Vice Lay Director must have served as a Rector or Rectora in the Community. Term of service shall be limited to two consecutive year-long terms. The Vice Lay Director:
- Assumes the duties of the Lay Director in his/her absence;
- Acts as the historian for the Secretariat;
- Organizes leadership training;
- Is point of contact for Prayer Chain; and
- Serves as an ex officio member of all committees.
The Secretariat Spiritual Director shall be an ordained protestant clergy or, with the approval of the PAC, can be a lay member who has received counseling, pastoral care or other religious training. Term of service shall be limited to two consecutive year-long terms. The Secretariat Spiritual Director serves as a non-voting (neutral) member of the Secretariat seeking to guide, direct and maintain the spiritual focus of the Secretariat.
Section 4. Vida Nueva Lay Director
At time of election, the Vida Lay Director must have served as a Rector or Rectora in the Community, be a participating member of the Vida Nueva ministry, and be at least 21 years of age. The term of office shall be 2 years. The Vida Nueva Lay Director's time of continuous service shall not exceed two consecutive 2-year terms. The Vida Nueva Lay Director shall plan and conduct two Vida Nueva weekends annually with oversight by the Secretariat.
Section 5. Secretary
The Secretary's term of service shall be limited based on annual election. The Secretary:
- Records the minutes for each Secretariat meeting;
- Maintains official Secretariat files current and past (i.e., archives), including:
- Membership lists;
- Secretariat policies;
- By-laws;
- Weekend after action reports; and
- Other historical files as requested by the Lay Director or the PAC.
- Edits and coordinates with other Secretariat Officers and Committee Heads the quarterly Fourth Day News prior to submission to the Communication Committee for distribution;
- Coordinates with Rectori of just completed weekends to obtain names of new Pescadores;
- Shares with the Community permissible special interest stories from the weekend; and
- Maintains currency of local by-laws and furnishes a copy to Tres Dias International;
The Treasurer's term of service shall be limited based on annual election. The Treasurer:
- Collects and deposit donations in compliance with the guidelines set forth by the Area II Chaplain's Fund;
- Prepares the annual budget and obtains Secretariat approval prior to submitting it to the Area II Command Chaplain's Office for inclusion in the Command Master Religious Program (CMRP);
- Serves as the sole individual responsible for submitting Lay Director approved purchase order requests (POR) to the Command Chaplain Fund Custodian;
- Places orders for all materials required from Tres Dias International and other out-of-country sources;
- Forwards the annual membership fee to the International Secretariat each January;
- Maintains financial records; and
- Presents written reports to the Secretariat.
- At least one "Weekend Spiritual Director" must be present at all times during a weekend. This individual shall be an ordained protestant clergy or, with the approval of the PAC, a lay member who has received counseling, pastoral care or other religious training. He/she shall be full time on the team, including attendance at team meetings, and shall coordinate all clergy talks and meditations.
- There must be at least one Clergy on each weekend that is authorized by his/her denomination or congregation to offer the elements of Communion. Communion must be served each day of the weekend.
- Supporting Clergy are expected to maintain the same level of participation in team meetings as lay team members and will present their talks in accordance with the team schedule.
- At least one Spiritual Director supporting the bi-cultural weekends should be a native-speaking Korean to provide amplification and clarification as required of the meditations and talks to ensure, as much as possible, a clear understanding by the seekers; in addition to providing spiritual counseling to the seekers during the weekend.
The Sponsoring Chaplain serves as the Community's approving authority for government purchases, reservations and use of government facilities.
Section 9. Rectors and Rectoras
Rectors and Rectoras ("Rectori") guide the weekend in accordance with the Essentials. Rectori should be mature in their faith and be experienced in following the Tres Dias essentials, having served full-time a minimum of two weekends, preferably as a full-time Table Leader and Shepherd/Angel. Vice-Rectori should have the same qualifications as Rectori.
Section 10. Removal of Leaders
In the event that a consensus develops in the Core Secretariat that a Community leader is not functioning effectively, or is not living a life in accordance with the "general qualifications for community leadership" set forth above, the Core Secretariat shall meet in closed session with said leader as soon as possible. Said leader will be given the opportunity to explain his or her position to the Core Secretariat. If the leader in question is part of the Core Secretariat, then he or she shall be recused from the Core Secretariat for this process.
Three outcomes of the meeting between said leader and the Core Secretariat are possible:
- If the leader persuades the Core Secretariat that he or she should be allowed to continue leading the Community, the matter shall be dropped, or
- If such persuasion does not occur, said leader shall be allowed to resign voluntarily, or
- Said leader shall be allowed to take the discussion to a regular Secretariat meeting for discussion and decision by the Community.
ARTICLE IV Standing Committees
Section 1. Purpose of Standing Committees.
The purpose of each of the standing committees is to help the Secretariat conduct the business of the Community and the Rectori in the conduct of the weekend. Standing committees are composed of a committee head (the "Chair") and other active members of the Community (usually 3-4 members). Term of consecutive years of service for committee Chairs shall be limited based on annual election. Committee Chairs shall:
- Recruit members for their Committee to help carry out Committee duties;
- Train the members of their committee;
- Submit their annual funding requirements to the Treasurer for inclusion in the annual budget;
- Submit required purchase order requests to the Treasurer on a timely basis to ensure needed services and/or materials are available to the Rectori leading each weekend; and
- Ensure performance of the duties outlined for their particular committee, as outlined below.
Committee Chairs commit to serve the Tres Dias community as they would serve the greater body of Christ. Any Secretariat member has the right to bring the issue of a non-performing Committee Chair to the Secretariat. With Secretariat approval, the Lay Director will contact the individual to seek reconciliation or resignation. If reconciliation is not possible and voluntary resignation is not an option, the Secretariat may decide by majority vote to remove the Chair. The essential duties of the removed Chair will be shared among the Secretariat and the various weekend teams until the vacancy can be filled by appointment or ordinary election.
Section 3. Policy/Advisory Committee
This committee is composed of the current Lay Director, Vice Lay Director, Secretary and Treasurer of the Community, plus all former adult Rectori or Vice Rectori still active in the Community. The Lay Director shall co-chair the PAC. The remaining PAC members shall select a second Co-Chair from their midst. The PAC is responsible for advising, guiding, and coordinating the Tres Dias movement within the English Speaking community in Area II.
- PAC meetings will be held on an "as needed" basis.
- The PAC selects the weekend Rectori by consensus. The committee will consider all nominations from the community (including self-nominations), who will be contacted prior to selection to ensure their willingness to serve. Prospective Rectori need not be present at a selection meeting, but shall be required to submit a summary of qualifications demonstrating prior weekend experience, understanding of the Tres Dias essentials, reasons for wanting to serve, and any other information that the nominees may want considered by the Committee.
- The PAC accepts and screens nominations from the community for Secretariat positions according to the following schedule:
- March: Accept nominations and determine ability and willingness to serve.
- April: Send the slate of candidates accepting their nomination to the Community.
- May: General elections.
- June: Incoming officers assume duties after the June Secretariat meeting.
- No changes to the weekend schedule or activities will be made without prior coordination and approval by the PAC. Approval will be relayed by the Lay Director to the Rectori.
- The PAC shall publish official policies as appropriate. Policies shall be ratified by a majority vote at a regular Secretariat meeting.
The Pre-weekend Committee shall:
- Collect all applications and date-stamp them when received;
- Screen applicants for availability and applications for proper sponsorship prior to giving list/applications to the weekend Rectori;
- Prioritize applications in accordance with these by-laws;
- Provide Tres Dias applications and information sheets as needed; and
- Help conduct the Leadership training.
The Weekend Committee will coordinate/assist the weekend reception team as requested by the Rectori. As required, the Committee:
- Maintains all weekend supplies (Rectori/Spiritual Director/Team Member guides, copies of talks);
- Acquires cups, mapes, bags, name tags and maintains sufficient supplies for upcoming weekends;
- Conducts a CONEX inventory with designated Head Shepherd/Head Angel;
The Post Weekend Committee: Note: If adopted, the previous list would be placed into Secretariat Policy #5.
- Prepares the Fourth Day CDs for the weekends to include items specified in the appropriate Secretariat Policy;
- Plans Secuelas (location, hosts, speakers, nursery/youth arrangements, etc.); and
- Acts as point of contact for Reunion Groups.
The Internal Palanca Committee:
- Makes and maintains copies of bed palanca for selection by the Rectori;
- Assists the Weekend Committee as needed;
- Conducts/arranges palanca parties for bed palanca before a weekend and coordinates with Rectori for delivery of personal palanca;
The External Palanca Committee:
- Corresponds with, receives and collects external palanca from outside communities and provides such to the Rectori before the weekend;
- Maintains a current mailing list of outside communities;
- Provides dates of future weekends to the National Secretariat; and
- Receives/distributes poster palanca to local and outside communities.
The Communications Committee:
- Provides the Secretariat with advice on how to use the Internet and other technological tools to communicate effectively with the larger Tres Dias community;
- Maintains the Seoul English Speaking Tres Dias website; and
- When available, e-mails the "Fourth Day News" to the community.
ARTICLE V Meetings
Section 1. Timing
The Lay Director shall call Secretariat meetings on the first Friday of each month when not pre-empted by conflicts beyond the control of the Secretariat. Every effort will be made to provide maximum advance notice to the local community of any required changes.
Section 2. Attendance
All members of the Community are encouraged to attend Secretariat meetings; however, attendance by the Officers and Committee chairpersons is mandatory. Officers and Committee chairpersons that must miss regularly scheduled Secretariat meetings are to notify the Lay Director or Vice Lay Director prior to the meeting.
Section 3: Quorums and Voting
Only active members may vote. A quorum shall be ten active members present at a meeting. The PAC shall publish a formal policy to define "active member." The Secretariat Spiritual Director has voice but may not vote, and does not count as part of the quorum.
ARTICLE VI Elections and Changes to By-Laws
Section 1. General
- The Secretariat shall publish a policy governing the balloting process for elections and changes to the By-Laws.
- Only currently active members may vote to amend the by-laws or to elect officers.
- Active members of the Community may cast their votes electronically (e.g., via e-mail) or by paper ballot.
- Electronic voting shall be allowed for at least one week. Provision shall be made for "proxy voting."
- Provided that a reasonable effort is made to notify the Community of an election or proposal to amend the by-laws, the ballots collected shall constitute a quorum.
- Challenges to any vote shall be addressed by the PAC, with a recommendation delivered to the Secretariat.
- For any vote in which electronic ballots are counted, the results of the combined ballot (electronic plus paper) shall be presented to the Secretariat for ratification. Ratification requires a majority vote of the active members present.
- Elections will be conducted annually and determined by a simple majority vote.
- For the position of Vida Nueva Lay Director only, active members of Vida Nueva may cast their votes electronically or by ballot. A person is considered "active" if she/he has participated in at least one of the two most recent Vida Nueva weekends.
- The Secretariat or the PAC may initiate a by-laws change.
- The PAC shall consider requests and report the specific wording of proposed by-laws changes to a regular Secretariat meeting.
- The Secretariat may approve sending the proposed amendment to the Community for formal vote, or may request the PAC to reconsider the proposal.
- If approved by the Secretariat, the proposed amendment (original and proposed wording) must be distributed to the Community at least 2 weeks prior to start of voting to adopt.
- An amendment shall be adopted if two-thirds of those voting approve it and if the Secretariat ratifies the vote.
ARTICLE VII - Statement of Belief
As required by Article 3.2 of the By-Laws of Tres Dias International, Seoul English Speaking Tres Dias hereby affirms its support of the Tres Dias Statement of Belief, as follows:
- We believe and profess our faith in one Triune God - The Father, The Son and The Holy Spirit (Matt. 28:19).
- We believe and profess that Jesus Christ is the only Savior and is God in the flesh (John 1:1, 1:14, 3:36, 14: & Heb. 2:17).
- We believe and profess that The Holy Spirit is God and is The Lord and Giver of life, who continues to work in believers today to sanctify, edify and empower the whole Christian church on earth - - - for His purpose (Job 33:4, Acts 1:8, John 14:26 & Rom. 8:11).
- We believe and profess that the Holy Scriptures are the inspired and completely true Word of God (II Tim. 3:16-17).
- We believe and profess that all have sinned and fallen short of the glory of God; that forgiveness of sins is received through confession and repentance - - and that our sins are washed away through the blood of Jesus Christ (Acts 2:38, I John 1:9 & Rom. 3:23).
- We believe and profess that salvation is a gift of God's grace received through personal faith in Jesus Christ (Eph. 2:8).
- We believe and profess that the Body of Christ is to make every effort to keep the unity of the Spirit through the bond of peace until we all reach unity in the faith and in the knowledge of The Son of God (Eph. 4:3, 13).
- We believe and profess that God's unconditional love, as made manifest to us through Jesus Christ, is the primary witness by which people are renewed, edified and changed (I Cor. 13:8).
- We believe and profess that God has called us to live holy lives that will bring glory to His name (Col. 3:1-25).
CERTIFICATION:
These by-laws have been approved by the Policy/Advisory Committee, submitted to the general membership of the Seoul English Speaking Tres Dias for approval and ratified by the Secretariat on 9 July 2010.
