BY-LAWS of Seoul English Speaking Tres Dias

ARTICLE I Name and Purpose

Section 1. Name - Designated name of the organization is the Seoul English Speaking Tres Dias, hereinafter referred to as the Secretariat.

Section 2. Purpose - Tres Dias is a Christian community, guided by the Holy Spirit and dedicated to the unity of the body of Christ, is committed to providing a renewal experience for Christians who desire a closer relationship with Jesus Christ as their Lord and Savior.

Section 3. Affiliation - The Seoul English Speaking Tres Dias is a chartered member of the Tres Dias International Secretariat, and as such is governed by the Constitution and By-Laws of the Tres Dias International organization, and agrees to adhere to the Essentials of Tres Dias prescribed by the Tres Dias International Assembly. We are pledged to conduct two Men's English Speaking Tres Dias weekends, two Women's English Speaking Tres Dias weekends and one bi-cultural (Korean Speaking) Women's Tres Dias weekend per year. The Secretariat, Rector/Rectora and weekend teams pledge to be responsible stewards of all resources (financial and materials) provided for the conduct of each Tres Dias Weekend or event.

Section 4. Limitation - No one may use the name Seoul English Speaking Tres Dias or the materials and/or method for any other activity unless it is specifically endorsed by the Secretariat.

Section 5. Application for Candidates - Through effective sponsorship and careful selection, candidates are chosen to attend the weekend based on their stated desire to draw closer to Jesus Christ. Being under the financial sponsorship of Area II Chaplaincy, priority for applications goes first to SOFA personnel assigned to USFK and their dependents based on date of application. Secretariat will consider applications by non-SOFA personnel from the expatriate community who are affiliated with USFK on a case by case basis. It is the expectation of the Seoul English Speaking Tres Dias Secretariat that candidates be near-native English Speaking Christians to attend an English Speaking Tres Dias. To preclude conflict with the Korean Tres Dias Community, it is the expectation of Seoul English Speaking Tres Dias that Korean national Christian candidates attend one of the many Korean Speaking Tres Dias weekends. Korean-born spouses of SOFA members are encouraged to attend the bi-cultural weekend. Fluent English Speaking Korean national candidates will be considered by Secretariat on a case-by-case basis.

ARTICLE II Membership

Section 1. Members - Membership in the Secretariat is open to all Pescadores who have experienced a Tres Dias or similar weekend such as, but not limited to "Walk to Emmaus", "Rainbow" and the Catholic or Episcopal "Cursillo".

ARTICLE III Qualifications, Terms & Duties of Officers

Section 1. Lay Director - The Lay Director must have served as a Rector or Rectora in the Seoul English Speaking Tres Dias community. The Lay Director's term of consecutive years of service shall be limited to two years. The Lay Director serves as the elected "Head" of the Tres Dias Community. The Lay Director shall prepare agendas, schedule and conduct monthly Secretariat meetings; maintain liaison with the Command Chaplain and Retreat Center; schedule the weekends on the yearly calendar; oversee the Leader's School and serve as co-chairperson of the Advisory Committee. The Lay Director notifies the local community of Rector/Rectora selections; proposed changes to by-laws; schedules meetings for discussion/voting on changes; prepares the Fourth Day Packet (CD) Welcome Letter; and provides a letter of information as well as Rector/Chief Auxiliary Guides to all new Rectors and Rectoras. The Lay Director pre-approves all purchase orders prior to submission to ensure good stewardship of funding available to the community. The Lay Director is also ex officio member of all committees and the point of contact with Korean Tres Dias and Catholic Cursillo communities.

Section 2. Vice Lay Director - The Vice Lay Director must have served as a Rector or Rectora in the Seoul English Speaking Tres Dias community. The Vice Lay Director's term of consecutive years of service shall be limited to two years. The Vice Lay Director assumes the duties of the Lay Director in his/her absence; acts as the historian for the Secretariat; maintains currency of local by-laws and furnishes a copy to Tres Dias International; organizes the Leader's School; is point of contact for Prayer Chain and ex officio member of all committees.

Section 3. Secretariat Spiritual Director - The Spiritual Director must be a participating member of the Seoul English Speaking Tres Dias community. In accordance with the definition of Spiritual Director in the Tres Dias Essentials, the Spiritual Director is an ordained protestant clergy or with the approval of the Advisory Committee can be a lay member who has received counseling, pastoral care or other religious training. The Spiritual Director's term of consecutive years of service shall be limited to two years. Spiritual Directors will serve as a non-voting (neutral) member of the Secretariat seeking to guide, direct and maintain the spiritual focus of the Secretariat.

Section 4. Vida Nueva Lay Director - The Lay Director must have served as a Rector or Rectora in the Seoul English Speaking Tres Dias community and be participating member of the Vida Nueva ministry. The Lay Director's term of consecutive years of service shall be limited by election. The Lay Director shall plan and conduct two Vida Nueva weekends annually with oversight by the Tres Dias Secretariat.

Section 5. Secretary - The Secretary must be participating member of the Seoul English Speaking Tres Dias community. The Secretary's term of consecutive years of service shall be limited based on annual election. The Secretary shall record the minutes for each Secretariat meeting; maintain official Secretariat current and past membership lists; and other historical files. The Secretary maintains copies of Secretariat policies; edits and coordinates with other Secretariat Officers and Committee Heads the quarterly Fourth Day News prior to submission to the Communication Committee for distribution; also coordinates with Rector/Rectora of just completed weekends to ensure names of new Pescadores are included along with special interest stories from the weekend that are permissible to be shared with the community; and acts as point of contact for Reunion Groups.

Section 6. Treasurer - The Treasurer must be participating member of the Seoul English Speaking Tres Dias community. The Treasurer's term of consecutive years of service shall be limited based on annual election. The Treasurer shall collect and deposit donations in compliance with the guidelines set forth by the Area II Chaplains Fund. The Treasurer will be responsible for compiling the annual budget submission and obtaining Secretariat approval prior to submitting it to the Area II Command Chaplain's Office for inclusion in the Command Master Religious Program (CMRP). The Treasurer also shall serve as the sole individual responsible for submitting all Lay Director approved purchase orders (POs) required to support scheduled weekends to the Command Chaplain Fund Custodian; place orders for all weekend materials required from Tres Dias International and other out-of-country sources; forward annual membership fee to the International Secretariat each January; maintain financial records and present written reports to Secretariat.

Section 7. Weekend Spiritual Directors - The Weekend Spiritual Director must be participating member of the Seoul English Speaking Tres Dias community. Other supporting clergy are encouraged to actively be involved in weekend preparations, team building and other activities in the conduct of a Tres Dias or Vida Nueva weekend. In accordance with the definition of Spiritual Director in the Tres Dias Essentials, the Spiritual Director(s) are ordained protestant clergy or with the approval of the Advisory Committee can be a lay member who has received counseling, pastoral care or other religious training. The Weekend Spiritual Director must be full time on a team to include attendance at team meetings. The Weekend Spiritual Director will coordinate all clergy talks and meditations. There must be at least one Clergy on the weekend that is authorized by his/her denomination or congregation to offer the elements as required by the essentials during the conduct of a Tres Dias or Vida Nueva weekend. Supporting Clergy are expected to maintain the same level of participation in team meetings as lay team members and will present their talks in accordance with the team schedule. At least one Spiritual Director supporting the bi-cultural weekends should be native speaking Korean to provide amplification and clarification as required of the meditations and talks to ensure as much as possible, a clear understanding by the seekers; in addition to providing spiritual counseling to the seekers during the weekend.

Section 8. Secretariat Chaplain - The Secretariat Chaplain must be a Chaplain assigned to USFK Area II who has experienced a Tres Dias or similar weekend such as, but not limited to "Walk to Emmaus", "Rainbow" and the Catholic or Episcopal "Cursillo". Term of service for the Secretariat Chaplain will be determined by availability based on willingness to serve and tour of duty. The Secretariat Chaplain serves as the sponsoring Chaplain for the Tres Dias and Vida Nueva communities, approving authority for government purchases, reservations and use of government facilities.

ARTICLE IV Standing Committees

Section 1. Purpose of Standing Committees. The purpose of each of the standing committees is to help the Secretariat conduct the business of the Seoul English Speaking Tres Dias community and the Rector/Rectora in the conduct of the weekend. Standing committees are composed of a committee head and recommended 3-4 other members. The committee heads will train the members of their committee. The committee heads will be responsible for submitting their annual funding requirements to the Treasurer for inclusion in the annual budget submission to the Area II Command Chaplain's Office. Committee heads are also responsible for submitting required purchase orders on a timely basis to ensure needed services and/or materials are available to the Rector/Rectora leading each weekend. Term of consecutive years of service for committee heads shall be limited based on annual election.

Section 2. Commitment - All members of the Secretariat and Committees commit to serve the Tres Dias community as we would serve the greater body of Christ. Members perform a disservice to the entire Tres Dias community by failing to faithfully perform their tasks. The Secretariat reserves the right to seek the resignation of non-performing members. Any Secretariat member has the right to bring the issue of non-performance before the Secretariat. With Secretariat approval, the Lay Director will contact the individual to seek reconciliation or resignation. If reconciliation is not possible and voluntary resignation is not an option, Secretariat will decide by majority vote to remove a member. The essential duties of the removed member will be shared among the Secretariat and the various weekend teams during the period of vacancy,

Section 3. Policy/Advisory Committee. This committee is composed of the Lay Director as co-chair with one co-chair of the Policy/Advisory committee which is made up of all available former adult Rectors/Rectoras or Vice Rectors/Rectoras, plus the current serving Vice Lay Director, Secretary and Treasurer of the Seoul English Speaking Tres Dias community. The Policy/Advisory Committee is responsible for advising, guiding, and coordinating the Tres Dias movement in the English Speaking community in Area II and selection of the next serving Rector/Rectora. The committee will consider all nominations from the community (including self nominations). Nominees will be contacted prior to the committee meeting to ensure their willingness to serve. The selection process shall be accomplished by consensus by the Policy/Advisory committee members (those members currently active in the community as defined in Section 2, Article V below). Prospective Rectors/Rectoras need not be present at this meeting, but shall be required to submit a summary of qualifications demonstrating prior weekend experience, understanding of the Tres Dias essentials, reasons for wanting to serve, and any other information that the nominees may want considered by the committee. Rectors/Rectoras should be mature in their faith and be experienced in following the Tres Dias essentials having served as a Vice or at least a minimum of two weekends as a table leader or once as a table leader and once as a full-time Sheppard/Angel. This committee also accepts and screens nominations for Secretariat from the community and provides a list of nominations to the Lay Director with a proposed slate of candidates no later than the end of December, for February elections. Policy/ Advisory Committee meetings will be held on an "as needed" basis. No changes to the weekend schedule or activities will be made without prior coordination and approval by this committee. Approval will be relayed by the Lay Director telephonically or in writing.

Section 4. Pre-weekend Committee - The Pre-weekend Committee is responsible for collecting all applications and date-stamping them when received. Screens applicants for availability and applications for proper sponsorship prior to giving list/applications to the weekend Rector/Rectora. Prioritizes applications in accordance with these by-laws. Provides Tres Dias applications and information sheets as needed. Helps conduct the Leader's school.

Section 5. Weekend Committee - The Weekend Committee will coordinate/assist the weekend reception team as requested by the Rector/Rectora. As required, arranges baggage shipment, and transportation requirements (bus, train, etc) for the arrival and departure of the candidates; provides clean-up crew at weekend closing and resolves any last minute logistical problems on the weekends. The Weekend Committee also maintains all weekend supplies (Rector/Spiritual Director/Team Member guides, copies of talks); acquires cups, mapes, bags, name tags and maintains sufficient supplies for upcoming weekends; conducts CONEX inventory with designated Head Shepherd/Head Angel and coordinates with the Study Rollista and Treasurer for the book order for each weekend. Submits funding requirements to the Treasurer for inclusion in the annual budget submission plus provides purchase orders for services and/or materials needed to the Treasurer. Helps conducts the Leader's school.

Section 6. Post Weekend Committee - The Post Weekend Committee prepares the Fourth Day CDs for the weekends to include:

(1) Living the Fourth Day booklet
(2) Blank applications
(3) Roster of candidates/team
(4) Welcome Letter from the Lay Director
(5) Copy of The Essentials of Tres Dias
(6) Local by-laws
(7) Latest copy of the Fourth Day News
(8) "What is Tres Dias" pamphlet
(9) List of the scheduled Secretariat meetings and upcoming weekends.

The Post Weekend Committee is also responsible for planning the monthly Secuela (location, hosts, speakers, etc. and nursery/youth arrangements). Submits funding requirements to the Treasurer for inclusion in the annual budget submission plus provides purchase orders for services and/or materials needed to the Treasurer.

Section 7. Internal Palanca Committee - The Internal Palanca Committee makes and maintains copies of bed palanca for selection by the Rector/Rectora; assists the weekend committee as needed; conducts/arranges palanca parties for bed palanca before a weekend and coordinates with Rector/Rectora for delivery of personal palanca. Submits funding requirements to the Treasurer for inclusion in the annual budget submission plus provides purchase orders for services and/or materials needed to the Treasurer.

Section 8. External Palanca Committee - The External Palanca Committee is responsible for collecting external palanca for all weekends. This committee corresponds with, receives and collects external palanca from outside communities and provides such to the Rector/Rectora before the weekend; maintains a current mailing list of outside communities; provides dates of future weekends to National Secretariat and receives/distributes poster palanca to local and outside communities.

Section 9: Communications Committee - With the rapid rise of the internet as the method of communications in the last several years, the Secretariat has seen the need to add a separate communications committee to the secretariat. The communications committee provides the Secretariat with advice on how to best use the internet as a tool for communications with the larger Tres Dias community. They are responsible for maintaining the Seoul English Speaking Tres Dias website. Members of the communications committee are responsible for maintaining a master database of Seoul English Speaking Tres Dias community members and e-mailing of the "Fourth Day News" to the community. Submits funding requirements to the Treasurer for inclusion in the annual budget submission plus provides purchase orders for services and/or materials needed to the Treasurer.

ARTICLE V Meetings

Section 1. Secretariat meetings will be held the first Friday of each month when not pre-empted by conflicts beyond the control of the Secretariat. Every effort will be made to conduct this meeting as scheduled and changes to the schedule will be made only when absolutely necessary. Every effort will be made to provide maximum advance notice to the local community of any required changes.

Section 2. Voting privileges are restricted to sitting members of the Tres Dias Secretariat and Pescadores who have attended three monthly meetings and are actively involved in the community. Attendance is reflected in the minutes of the each meeting. To be considered an active member in the community means attending 4 or more Secretariat meetings during the past year and participating as a full time team member in at least one Tres Dias Weekend event a year, or working part-time on at least two weekends a year.

Section 3: All members of the community are encouraged to attend Secretariat meetings; however attendance by the Officers and Committee chairpersons is mandatory. Officers and Committee Chairs that must miss regularly scheduled Secretariat meetings are to notify the Lay Director or Vice Lay Director prior to the meeting.

ARTICLE VI Elections and Changes to By-Laws

Section 1. The Lay Director and Policy/Advisory committee will solicit nominations for Secretariat candidates in November and December. The Lay Director will verify nominated candidates' willingness to serve prior to elections. By the first week of January, the incumbent Lay Director will send out the final slate of candidates to the Tres Dias community. Elections will be conducted annually in February and determined by a simple majority. Active members may cast their votes electronically via e-mail or by ballot at the February Secretariat meeting. The Secretariat will ensure that all e-mail votes are sent to a neutral third party who is not being chosen for any Secretariat Officer position. All e-mail votes will be brought to the February Secretariat meeting where they will be counted along with the hand ballots gathered at that meeting. All votes will be tallied by the Secretariat Spiritual Director and another neutral third party under the supervision of the Lay Director and Secretariat Chaplain. The results will be announced at the end of the February meeting and reflected the minutes of the meeting.

Section 2. A quorum of at least 7 people (Lay Director, or Vice, Secretary or Treasurer, and at least one voting member from each committee) is required to change these by-laws.

CERTIFICATION:

These by-laws have been submitted to the general membership of the Seoul English Speaking Tres Dias for approval. By-laws were adopted by simple majority vote at the Secretariat Meeting on 9 March 2007.
